为依法规范国有产权代表“委托代理”行为,建立国有产权出资人制度,完备法人治理结构,日前,湖北省孝感市国资委、组织部、经贸委联合发出通知,于2000年起在全市实行企业国有股股东、董事、监事和财务总监备案制度。 通知规定,凡国有投资企业和国有(控股)企业的对外投资控股、参股或长期投资的国有股股东、董事、监事、国有(控股)企业的财务总监以及实行企业化管理的事业单位的法人代表和其他占有、使用国有资产从事经营活动的单位和个人均实行备案制度。
