济南钢铁总厂自1958年建厂以来,伴随国民经济几上几下,经历了坎坷漫长的路程,到1978年只产钢32万吨(含二分厂,下同),实现利税3409万元,大部份经济技术指标在全国同类企业中处于中下游水平。在党的十一届三中全会路线的指引下,特别是1985年实行承包经营责任制后,企业经营机制发生了重大变革,使济钢走上持续稳定发展的成功之路。1987年钢产量达到60.7万吨,铁产量达到76万吨,钢材产量达到48.8万吨,实现利税达到16115万元,比1978年分别提高85.9％、61.5％、132.4％和372.7％,跃居同类企业的前三名。
