根据国家林业局印发的《中华人民共和国森林法(2016年修改征求意见稿)》,本人特提出如下修改建议:【原文】第三条森林资源属于国家所有,由法律规定属于集体所有的除外。国家所有的和集体所有的森林、林木和林地,单位和个人所有的林木和使用的林地,由县级以上地方人民政府不动产登记机构登记造册,发放证书,确认所有权或者使用权。国务院确定的国家所有的重点林区的森林、林木和林地由国务院国土资源主管部门会同林业主管部门登记
According to the “Forest Law of the People’s Republic of China (Revised Draft for 2016)” issued by the State Forestry Administration, I hereby propose the following amendments: Article 3 Forest resources belong to the state except for those collectively owned by law. All forest and forest and woodland owned by the State and collectively owned units and individuals shall be registered and registered by the real estate registration agency of the local people’s government at or above the county level to issue certificates and confirm the ownership or use rights.
