我国的电力资产评估已开展了近 10年 ,在此过程中逐渐暴露出一些深层次问题。应针对这些问题科学地进行总结和研究 ,建议从 4个方面予以改进 :参照电力资产分类标准 ,建立科学的资产分类的框架 ;逐步以系统资产评估替代单项资产评估 ;资金成本的估算不能照搬《预规》 ;积极探索评定成新率的新方法。
China’s power assets assessment has been carried out for nearly 10 years. During this process, some deep-seated problems have gradually emerged. It is necessary to scientifically summarize and study these issues and propose improvements from four aspects: reference to classification criteria for power assets, establishment of a scientific framework for asset classification, and gradual replacement of individual asset assessments with systematic asset assessments; estimates of capital costs cannot be copied. “Regulations”; actively explore new methods for assessing new rates.
