Taking the freshmen and college English teachers in a major western university as the research object, this paper reveals the necessity of the existence of common English in universities at this stage through questionnaires, English proficiency tests and interviews. The results show that most of the students’ self-cognition in English did not meet the basic communicative requirements. The actual English level was lower than Level 4 and did not have the basic communicative competence. The teachers were all regarded as having a low level of English as a whole, English courses can not be banned. Therefore, at least in the west, it is necessary for universities to set up a general English course to meet the learning needs of students and to develop their language skills and humanistic accomplishments.
