依法治理主体是指依照宪法和法律享有依法治理权利和履行依法治理义务的组织和个人。依法治理是一项庞大的社会系统工程,不仅需要各类主体明确自己的权利,认真行使权利;还需要明确自己的义务,履行好义务。没有无义务的权利,也没有无权利的义务。责任联结着权利和义务两个方面,责任意识是权利义务相统一的观念孕育出来的一种积极向上的心理状态。依法治理主体的价值就在于责任。所以,在全面建设小康社会、发展社会主义民主政治、建设社会主义政治文明。需要进一步加强依法治理工作的今天,各类依法治理主体进一步增强责任意识,具有特殊重要的意义。
