軍管會成立後,即曾電令各專區縣局,迅速召開縣各界人民代表會議或農民代表會議,嗣後省人民政府,又曾令催各專區將此項會議總結,專案呈報,以便彙總轉報,惟因各地(特別是邊遠地區)郵遞(?)滯,迄今尚未能大部份的報來,茲僅就一小部份(就全省的範圍說)報來的资料,作如下的初步總結: 一月以來,全省大多數縣份,都先後召開了各界人民代表會議,或農民代表會議,根據昆明、澂江、玉溪、楚雄、武定、昭通、石屏、陸良、文山、曲靖、會澤、永平、呈貢、河西、新平、晉甯、峨山、祿豐、(?)、大姚、姚安、廣通、鎮南、牟定、宣威、元江、江川、鶴慶、劎川、羅平等三十一縣的不完全材料,各縣代表人數、多爲一百人至一百五十人左右,個別的至一百八十人,會澤最多,二百六十六人,也有不及一百人的,如鹽豐四十六人,廣通三十一人。會議時間,一般爲兩天至三天,只有廣通縣,開了半天,代表的產生,除宣威的代表(經過半月準備)絕大部份均爲選舉者外,一般都是以人民團體(工、農、青、婦)機關,部隊推派與政府聘請相結合,會議內容普遍以財經問題爲中心,着重在動員征粮、收稅、購債、宣傳人民幣。有些縣份並結合剿匪、肅特與春耕生產。
