产权既包括所有权、使用权和管理权。文中从县级小型水利工程这一方面来论述该水利工程应该如何实现产权并进行使用与管理的一系列改进新措施。
Property rights include both ownership and use rights and management rights. In this paper, a series of improvement measures of how to realize property right and how to use and manage the water conservancy project should be discussed from the aspect of county-level small-scale water conservancy project.
