With the proposal of the strategy of rejuvenating talents in rural areas,the state has increased its investment in the special funds for farmers’ education and training.How to use the special funds scientifically and efficiently has aroused widespread concern in society.The performance evaluation of special funds for farmers ’education and training is an effective way to strengthen fund management,standardize fund expenditure behavior and improve the efficiency of fund use.In this paper,the research method of combining theory with practice,starting from the actual work of performance evaluation of special funds for farmers’ education and training,the performance evaluation of special funds for farmers’ education and training in LC city is selected as the research object.Firstly,it combs and summarizes the relevant literature at home and abroad,and introduces the related concepts and theoretical basis of performance evaluation of special funds for farmers’ education and training in detail.Secondly,the current situation of performance evaluation of special funds for farmers’ education and training in LC city is analyzed in depth.It is found that there are many problems in current performance evaluation,such as obsolete operational guidance documents,inadequate performance target preparation,imperfect index system and so on.Next,guided by the 4E theory,the paper designs the evaluation index with the main line of capital input-capital management-capital output-capital benefit,calculates the score of each index and deals with it dimensionlessly,sets the weight of the index by using the analytic hierarchy process,weights the final score,forms the quantitative evaluation result,and constructs a quantitative evaluation result.A multi-dimensional and multi-link performance evaluation system of special funds for peasant education and training has realized the seamless connection between the performance objectives and evaluation results of special funds for peasant education and training.The improved performance evaluation system of special funds for farmers’ education and training is applied to the special funds for the new type of professional farmers’ cultivation project in LC City in 2018.Finally,it puts forward the safeguard measures for the performance evaluation of the special funds for farmers’ education and training,and guarantees the implementation of the performance evaluation system in an all-round way.Based on the reality and the characteristics of special funds for farmers’ education and training,this paper constructs a complete set of special funds performance evaluation system,and carries out case analysis.The evaluation content is comprehensive,which can provide reference for other special funds performance evaluation work.
