Based on the theme of local governments’ participation in consular protection,this paper studiesthe problems e)a sting in Jinan municipal government’s participation in consular protection by using public management theories such as risk management theory service-oriented government theory and dual jurisdiction theory.This paper introduoesthecharacteristicsof Jinan citizens’ overseas security incidents at thisstage,as well as the practical exploration of Jinan’s consular protection work in establishing and perfectingthe security protection mechanism,innovating the publicity of consular protection,and taking the lead in dealingwithc onsular protection emergencies.Based on the analysis of overseas consular protection cases in Jinan City,the problems existing in Jinan municipal government’s participation in consular protection work are analyzed,and the problems are analyzad from the lack of diversified emergency response mechanism,too scattered foreign affairs resources,failure to effectively mobilize the enthusiasm of citizens to participate in consular protection,and the convergence of prevention and warning information and tourism safety information Based on the experience of developed regions and cities at home and abroad,this paper analyzes the problems existing in the work of consular protection from the following aspects:diversified handling of emergency cases,innovative utilization of foreign affairs resources,various measures to strengthen the training of citizens in preventive consular protection,and enhanoe the prevention and early warning information It is of great significance to maintain social stability and the safety and happiness of the masses,and to resolve the social governance problems of the local government.The innovation of this paper lies in the analysis and Research on the problems existing in Jnan’s participation in consular protection,refining the characteristics of local government’s participation in consular protection,and proposing improvement measures in the aspects of preventive consular protection and emergency management of emergencies,so as to reduce the probability of overseas consular protection incidents,so asto provide a new period for local governmentsto participate in consular protection The protection work provides reference for safeguarding the legitimate rights and interestsof citizens and enterprises "going out" in thejurisdiction and also provides theoretical and practical support for local governments to participate in consular protection.
