The Internet was born and developed in the United States. China started out to connect its intranets with the international net in 1994. Since then, rapid development has taken place. By June 30,2004, there are 87 million Internet users in China.The Internet produces both benefits and negative effects. The Chinese government shares common concerns with other countries about pornography, violence, etc., and is also uneasy about "other pernicious content", which is understood in the West as political oppositions. Technologically, content filters have been employed to screen and to block unwanted content. Legislative and regulatory measures have been implemented respectively in Britain, United States, China and many other countries. Nevertheless, all unwanted websites cannot be blocked by a government once for all. The Chinese policy makers basically look to promotion rather than restriction.The information revolution is a shift in the nature of media, from analogue media that were largely print-based to digital media electronically based. The latest sophisticated equipments, among other things, are INMARSAT uplinks, flyaway links, videophone, live-video, etc. They can be in the size small as a school bag, portable and easy to install at any place of the world. Engineers assemble the units anywhere so reporters are first on the scene with live feeds. And videophones are not much bigger than ordinary phone jacks.On the Internet, the undesirable disadvantages or harmfulness are on one end, the government control and technical monitoring or blocking are on the other this tug-of-war will never cease in the foreseeable future. When the Chinese people are acquiring a better and better living and cultural life, can any tug-of-war winner be important behind?
