The idea of cognitive radio will be introduced to satellite network in this paper.The application method of cognitive radio technology will be depicted with the purpose of improve Inter Satellite Link(ISL)management and space-based Tracking,Telemetry and Control (TT&C).Firstly,the ISL information characteristic inside the satellite network will be analyzed,it includes: cognitive content of satellite network,satellite network cognitive technical connotation and working procedure of cognitive satellite network.Then,the architecture of satellite network will be established.The system configuration is discussed from the aspect of demand mapping and strategy generating,network cognitive and reconfiguration.Finally,the perspective benefit is analyzed.The research results can be used to support ISL application and management.
