The policy-mandated physical movements of Chinas industrial bases have brought various substantial environmental consequences,yet few studies have established relations between pollution variations and this movement in China.This study examines Jiangsu Province-an important manufacturing base following economic reforms.In this study,the spatial-temporal variations of SO2 emissions which is classified into four factors namely pollution abatement,cleaner production,industrial structure and industrial scale by Logarithmic Mean Divisia Index model are discussed based on the estimated emissions data during the period 2000 to 2011.The characteristics of the manufacturing competitiveness are analysed by a shift-share model,and the relationship between the shift-share values and SO2 emission is built in two cases of chemical and textile subsectors.Our results show that SO2 emissions have undergone three phases: increase (2000-2005),then a quick decline (2005-2008),followed by a slow decline (2008-2011),and its main emission area is from the South.Usually,the cleaner production plays a leading positive contribution while the industrial scale plays a leading negative contribution to SO2 emissions reduction,while pollution abatement and industrial structure have various key roles in special years.The three phases also coincide with the three same periods for the manufacturing movement: moved in the South from foreign Jiangsu province during 2000-2005,moved to the Central from the South during 2005-2008,and to the North from the South or partly from the Inner Central Jiangsu province during 2008-2011.Two typical cases in chemical and textile subsectors show that the move decreases SO2 emissions in the move-out region (the South) while increased the emissions in the move-in regions (the Central and North) during 2005-2011.The increased emissions in the move-in regions are attributed to oversize industrial scale and occasional pollution abatement and industrial structure neglected.In other words,the cleaner production should flourish better under a moderate industrial scale,and related measures of pollution abatements and structure adjustments should be executed timely in the move-in progress of manufacturing so that move-in regions benefited economic boom while regional environments would not be worsen.
