Low-carbon city planning,as an extension of traditional urban planning,is a core technology for city development transformation in a low carbon manner.This paper is based on case study of Beijing and puts forward methods for low-carbon city planning,including setting up carbon emission inventories,analysing scenarios,and selecting low-carbon strategies.In order to connecting planning methods with carbon emission goals,urban planning factors are included in the carbon emission inventory framework,relating directly to energy consumption end uses.Based on the inventory,the contribution and sensitivity of planning factors are analyzed to determine the priorities of planning strategies.According to the inventory,total carbon emission of Beijing tends to increase.However its growth was decoupled from economic development.Using existing low carbon methods and policies,the national carbon target could be reached.Thus more intense objectives should be proposed for Beijing.Along with industrial structure adjustment,building and transportation sectors will be the main field of carbon reduction.Among various strategies,planning factors contributes more than 50% of total carbon reduction,including scale,industrial structure,average land use and floor space standard,traffic share rates,etc.,which should be the main focus of future carbon reduction measures.
