Successful Implementation of a GIS-enabled Pavement Management System

Georgia Tech has developed a large-scale Oracle client/server and CIS-enabled pavement management system. This system has been successfully implemented by the Georgia Department of Transportation (GDOT) to maintain and manage its 18000-centerline miles (28962-km) of state-maintained highway system. This client/server-based GIS module was designed to integrate seamlessly with the Oracle central database in which the pavement condition survey data reside. Once the pavement condition data surveyed had been uploaded to the central database, the managers were able to visualize statewide pavement conditions, including the project ratings and various distresses including load cracking, block cracking, rutting, etc. The developed system also utilizes treatment determination module, pavement performance models, and life-cycle cost and benefit analysis. This determines a comprehensive pavement project maintenance and rehabilitation plan for the future, subject to network-level require ments such as funding availability, acceptable performance requirements, and balancing of needs among different working and congressional districts. This paper presents the developed IT-based pavement management system with a special focus on the GIS module. Example cases using real data are presented to demonstrate the benefits of using GIS to facilitate pavement management, especially on integrating with multi-year pavement performance forecasting models to visualize future recommended pavement preservation projects as to when, where, and what to treat.
