1,Dynamic Literacy-Sphere in Transition Conventionally literacy suggested mere three Rs, or it sounded "being literate".Each country and each culture had had its own "reading public" and such public defined "literacy" as its latent curriculum.Through modernization, each country institutionalized national schooling systems and such policy-choices made it urgent and necessary for the central government to educate people to be literate enough to adjust themselves to the modern governance based on constitutional schemes.The processes as such made "literacy" political and social.
