1990年代后,上海郊区呈现明显的城镇化滞后于工业化的特征,外来务工人员住房需求旺盛;另一方面,工业园区周边农村存在老龄化、空心化现象,众多农村住宅空置,亟待迎来新的发展机遇、注入新的活力.两方面需求若不加以协调与引导,就地工业化地区容易产生原住村民在集体土地上违规新建、扩建私房,向外来人口出租的"乱象".2017年,《利用集体建设用地建设租赁住房试点方案》发布,上海成为试点城市之一.在此背景下,本文对东莞、北京等地的农村集体建设用地租赁住房建设经验进行了总结,以嘉定工业区草庵村为例,从村庄现状问题与区位背景出发,对草庵村发展公租房的必要性与可行性进行了探讨,对其公租房供应制度建设与发展策略进行了初步探究.本文得出结论:草庵村具备利用农村集体建设用地发展公共租赁房的必要性与可行性,政府可采取长期租赁定向安置房与村民自行出租闲置住房相结合的方式,建立灵活的供应机制;村集体可以办设物业公司提供高质量的生活服务,为本村村民提供稳定、长期的就业岗位,最终实现产业、村集体、村民互利共赢.
