任何一次以政府主导的改革,都需要以社会公众利益最大化为目标。中国内河船型标准化的推进,显然也不例外。这个十年前,以改进过闸效率和船舶安全为主要名义的改革举措,在今天更赋予了运力结构调整和转变发展方式的崭新内涵。
Any government-led reform requires the goal of maximizing the public interest. The standardization of China’s inland river ships is obviously no exception. Ten years ago, the reform initiatives mainly aimed at improving the efficiency of floodgate and the safety of ships gave us a brand new connotation of structural adjustment of transport capacity and transformation of development mode today.
