制约安全生产法实施的三大瓶颈法律经济学学者认为,整个社会都在关注政府的举动,并随时作出自己的对策。只有当立法达到均衡,法律才是有效的,自我实施的。从《安全生产法》的条文规定看,其不仅规定了生产经营单位的安全生产保障责任,而且规定了劳动者的相关权利以及政府的监管职责,其内容不可谓不全面。然而,现实中一组组触目惊心的数字不断地提醒我们：
