“建立机制,理顺体制,走向市场”成为第四次全国水利经济工作会议与会代表的普遍共识。近几年水利经济蓬勃发展的实践表明,我国水利经济在自身的发展进程中,在实现“两上根本性转变”中迈出了积极的一步,以“五大体系建设”为重点的水利经济体制改革深化了一步。无论是建立机制也好,还是理顺体制也好,都是我们将邓小平同志建设有中国特色社会主义理论运用到水利工作中的努力实践,也是我们在社会主义初级阶段,对如何发展社会主义生产力,促进水利经济持续快速健康发展认真思考的关键问题。
