道路运输行业作为支撑兰州市交通运输事业的主流,是全市经济建设不可缺的一支重要力量。完成传统货运业向现代物流业的转变,标志着城市流通体系迈向现代化和新经济增长的培育成功。在兰州市提前6年实现全面建设小康社会目标的宏伟进程中,建立现代公路运输物流体系,培育健康、有序发展的零担货物配送、物流快递市场,保护经营者及业主的合法权益,促进我市交通秩序的改善,显得尤为重要。面对兰州市货运市场新的发展和存在的突出矛盾,兰州市运管部门2004年夏出台了《关于在全市开展零担配送、物流快递货运市场专项整治的实施方案》,依法开展专门的治理整顿,及时扫除货运市场健康发展的障碍,以促进我市货运市场走上稳定,有序发展的良性轨道,更好地服务于全市经济建设和社会发展。
