根据中国疾病预防与控制中心（原中国预防医学科学院）干部人事制度改革综合试点工作总体部署,卫生部艾滋病预防与控制中心（下简称“中心”）被确定为干部人事制度改革综合试点单位,于2001年9月份开展干部人事制度改革综合试点工作。“中心”为此成立了“干部人事制度改革领导小组”和“干部人事制度改革工作小组”,为干部人事制度改革提供组织保障。同时制定了详细的改革工作计划与时间表,对“中心”现状进行全面的分析与评估,确定“中心”“定职责、定机构、定编制”的“三定”工作方案。 “中心”改革“三定”方案确定了“中心”工作职责、任务、机构设置和编制,“中心”职责和任务包括:协助卫生部组织制订有关预防与控制艾滋病性病的政策、规划、法规,并提供科学依据;参与艾滋病性病国家防治规划的制订、实施与评价,组织协调制定有关技术策略与措施,提供技术指导和咨询;对全国艾滋病性病的监测和艾滋病实验室检测工作进行技术指导和质量控制,组织制订有关技术标准、规范和方案,并督导检查实施;组织开展艾滋病性病疫情和危险因素的调查、分析和预测,承担艾滋病性病
According to the overall deployment of the pilot personnel reform of the Chinese Center for Disease Control and Prevention (former Chinese Academy of Preventive Medicine), the Ministry of Health’s AIDS Prevention and Control Center (hereinafter referred to as “the Center”) has been identified as a comprehensive pilot unit for the reform of the cadre personnel system. In September 2001, a comprehensive pilot project for the reform of the cadre personnel system was launched.
