编者按为认真贯彻落实党的十五届五中全会精神,推动企业积极实施管理创新,根据国家经贸委关于《国有大中型企业建立现代企业制度和加强管理的基本规范(试行)》(国办发[2000]64号)的要求,在总结“十五”期间电力企业管理实践和广泛征求各方面意见的基础上,中电联制定了《“十五”电力企业建立现代企业制度和加强管理的指导意见(试行)》。《指导意见》从企业制度创新、技术创新、管理创新、战略与决策管理、开拓市场与营销服务、安全生产、节能降耗与环境保护、财务会计管理、质量与工程管理、人力资源管理以及企业文化建设与CIS管理等10个方面提出了指导意见。本栏现予全部刊载。中电联将总结推广各电力企业实施《指导意见》的典型经验,并将研究和拟定对各类电力企业管理水平综合评价办法,对各类企业排序在前面的若干名,颁发“电力行业管理先进企业”证书,并表彰一批“全国电力行业优秀企业家”。
The editors press for the purpose of conscientiously implementing the spirit of the Fifth Plenary Session of the 15th CPC Central Committee and promoting enterprises to actively implement management innovations. According to the State Economic and Trade Commission’s “Basic Standards for Establishing a Modern Enterprise System and Strengthening Management for Large and Medium-sized State-owned Enterprises (Trial)” (State Council) The requirements of [2000] No.64) are based on the conclusion of the management practice of electric power enterprises during the “Tenth Five-Year Plan” period and the extensive solicitation of opinions from all parties. CEC has formulated the “Tenth Five-Year Plan” power companies to establish a modern enterprise system and strengthen management. Guidance (Trial).“ ”Guidance Opinions“ includes innovations in corporate systems, technological innovations, management innovations, strategy and decision management, market development and marketing services, safety production, energy saving and environmental protection, financial and accounting management, quality and engineering management, human resources management, and corporate governance. Ten suggestions on cultural development and CIS management were provided. This column is now published in its entirety. CEC will summarize and promote the typical experiences of various power companies in implementing the ”Guiding Opinions“, and will study and formulate comprehensive evaluation methods for the management level of various types of power companies. Several companies in the front rank will be awarded ”Power Industry Management.“ ”Advanced Enterprise“ certificate, and commended a group of ”outstanding entrepreneurs in the national power industry."
