人事部部长宋德福1995年9月来湖南考察人事工作时,听取长沙市人事局关于推行“人事代理制”的汇报后,给予充分肯定,他认为“人事代理制是市场经济条件下产生的一种新的人事管理方式,是人民群众在改革实践中的一大创举,它拓宽了人事工作的新领域,很有特色。”随后,于12月18日在全国人事厅局长会议上,他在讲话中又进一步作了阐述:实行人事代理制,用人单位既可以根据需要选到合适的人员,又减轻了负担,减少了行政人员;各类人员既发挥了才干,又解除了后顾之忧;人事部门既强化了服务职能,又拓宽了工作领域。 长沙市在全国率先开展了人事代理业务,并已总结经验,目前正在不断完善,现将他们的做法与体会刊发如下,可供借鉴。
