以微博为代表的自媒体带动中国网络舆论力量不断增强,政府决策也因此逐渐倾向网络民意,社会公义在微传播推动的新传媒生态中得到伸张。与此同时,大量由微博披露的社会问题又被政府忽视,政府权威性与公信力因而衰退,网络社区中的矛盾日益加深,制度性逃避与文化自虐现象越来越普遍。中国目前为止在尚不存在政府决策与网络公众有效互动机制,二者的互动关系如何体现?是否存在固定的模式?笔者将尝试找出影响微博传播与公共决策之间互动的因子,并构建两者之间的互动模式,为认清中国特色的网络舆论与公共决策互动机制提供参考。
Media representatives such as Weibo, driven by the media, have continuously strengthened their influence on the Internet in China. As a result, government policy-making has gradually tended to public opinion on the Internet and social justice has been extended in the new media ecology promoted by micro-communication. At the same time, a large number of social issues disclosed by Weibo have been neglected by the government. Government authority and credibility have weakened. Contradictions in online communities have deepened. Institutional evasion and cultural self-abuse have become increasingly common. So far, there is no effective mechanism for the interaction between government decision-making and the Internet public. How do the interaction between the two interact? Whether there is a fixed pattern? The author will try to find out the factors that influence the interaction between Weibo communication and public decision-making and construct The interaction between the two models provides a reference for the understanding of the interaction between online public opinion and public policy with Chinese characteristics.
