第二次世界大战初期，纳粹德国的军队灭法国、困英伦，剑指苏伊士运河，兵临奠斯科城下，肆虐欧洲。而大西洋彼岸的美国却一直严守“中立”，隔岸观火，无论欧洲人怎样劝说就是不肯参战。直到1941年3月才犹犹豫豫地出台“租借法案”，同意在物资、军火上大力帮助欧洲，但仍旧不愿意参战。
