腐败的实质是权力的滥用,腐败现象的滋生蔓延反映了对权力监督的失控。在惩治和防范腐败的监督机制中,群众监督是国家监督制度的基础,具有其他监督方式无法替代的作用,必须引起高度重视。
The essence of corruption is the abuse of power. The spread of corruption reflects the loss of control over the supervision of power. In the supervision mechanism of punishing and preventing corruption, mass supervision is the basis of national supervision system and has the irreplaceable role of other modes of supervision. It must be given high priority.
