为贯彻落实全国派出所工作会议精神,改革和加强派出所工作,全面促进安全社区的创建,公安部三局、四所于1997年6月至9月联合举办了一次“社区警务与派出所工作改革”征文活动。本次征文得到了各级公安机关和广大民警的大力支持,收到各地寄来的论文两百多篇,经过认真评选,初步选出优秀论文49篇。 从收到的论文看,作者遍及全国各省、市、自治区,其中有各级公安机关的领导,也有一线民警。他们紧密结合派出所的工作实践,对当前派出所的职责任务、工作方式、运作机制、考核标准等方面的问题进行了探讨,
