结构调整实际上是一种资源的再分配,而认识资源再分配的潜力,对于发展中国家来说似乎更为重要。已有的经验告诉我们,后进的资本主义国家(以日本为代表)和新兴工业国家及地区都重视产业结构政策,重视结构调整,并在不同程度上被证明是成功的。受这种经验事实和结构主义理论的启发,我国从八十年代以后也开始致力于产业结构的优化和调整。
Structural adjustment is actually a redistribution of resources and recognizing the potential for redistribution of resources seems to be more important for developing countries. The existing experience tells us that backward capitalist countries (represented by Japan) and newly industrialized countries and regions all attach importance to industrial structural policies and attach importance to structural adjustment and have, to varying degrees, proved successful. Inspired by this empirical fact and the structuralist theory, China has also started to make efforts in the optimization and adjustment of industrial structure since the 1980s.
