目的通过出生信息登记系统及时、准确掌握吉林省出生信息及产妇分娩相关信息,实现出生信息在全省妇幼保健机构、助产机构、全省公安户籍部门及国家相关部门的信息互联共享,为加强妇幼健康服务能力建设和调整完善生育政策提供科学依据,推进人口健康信息化建设,防范《出生医学证明》“假证”落户。方法以2006-2016年吉林省收集的各年度全省出生数据为基础,针对已采集的出生信息大数据进行数据挖掘,通过编写简单、实用、高效的应用程序完成数据转换,通过编写数据逻辑算法获取数据,分析各部门的应用方向和需求,进行科学合理的程序应用规划,通过增加多种数据校验方法以达到其他应用的需求。结果共计开发了4个数据应用程序,可用于相关部门的数据推送等应用。拓展了出生信息的数据使用维度,为其他部门的数据分析提供了强有力的数据支撑,实现跨部门、跨区域、跨系统的互联共享。结论互联网+数据共享方式可帮助各部门全面掌握出生信息,提高了出生信息的利用率,为母婴健康行政决策和公安户籍部门进行出生登记信息核验提供了可靠依据。 Objective To timely and accurately grasp the birth information and the maternity birth information in Jilin Province through the birth information registration system so as to realize the information sharing of the birth information among the MCH institutions, midwifery institutions, household registration departments and related departments of the province, Provide capacity for maternal and child health services and adjust and perfect the reproductive policy to provide scientific basis for the popularization of population health information construction and prevent “medical certificate of birth” and “false card” to settle down.
