第一章總则第一條在新解放區土地改革準備工作尚未完備的情况下,爲減輕封建剝削,初步改善農民生活,恢復與發展農業生產起見,特依據中國人民政治協商會議共同綱領第四章第二十七條之規定,制定本條例。第二章減租第二條凡地主、舊式富農及機關、教會、廟宇等所出租之土地,原租額佔土地正產物百分之五十以上者,其租額按原租額減去百分之三十;原租額佔土地正產物不足百分之五十者,其租額按原租額減去百分之二十五;下論錢租制、物租制、活租制、定租制均適用之。減租後,租額最高不得超過土地正產物百分之三十五,超過者應減低至百分之三十五。地租以外的額外剝削,一概取消。地主、舊式富農在出租土地的生產過程中會付出一部份生產資料者,可根據上述原則斟酌實際情形處理。第三條凡租地副產物,原爲全歸佃戶者,仍照舊。原爲業佃分益
