世纪之交,我国各级各类档案馆面临的最大困难就是经费紧张,县级以下档案馆尤为突出。如何解决这个问题,加快档案馆事业的发展,是我们每一个档案工作者都在关心的问题。1995年以来,我们钟祥市档案馆以办档案查阅利用证的形式开展档案利用工作有偿服务,经过几年的实践,取得了一些经验。在此基础上,我们提出对档案利用者实行会员制管理,旨在为构建我国档案事业新体制作一点思考。
At the turn of the century, the greatest difficulty facing all kinds of archives at all levels in our country is the shortage of funds. The archives below the county level are particularly prominent. How to solve this problem and speed up the development of the archives is a problem that every archivist of ours is concerned about. Since 1995, we Zhongxiang City Archives to do the file to access the use of evidence in the form of file-based services paid work, after several years of practice, has made some experience. On this basis, we propose to implement file membership management for file users, aiming to build a new system of archives in our country.
