我国公共决策听证制度发展过程中存在的问题我们在为听证制度给行政管理带来新的运作理念而欣喜的同时,还要看到听证制度在我国毕竟是一个新生事物,无论是在立法上,还是实际操作中都有其不完善之处,尚存在的问题主要有以下几方面:1.听证会代表方面的问题出席率难以保证。由于代表都是兼职,本职工作占去了大量时间,每次听政会不可能都维持较高出席率,实际参与率下降,听证会的有效性就会随之降低。广泛性难以实现。由于听证会的时间受到限制,因此,每次发言的人数与出席人数成反比关系。这就产生出席人越多,发言人数越少的情况,从而民众意见难以充分表达,降低了民主化的程
