中国农业科学院土壤肥料研究所和农业部土地利用局召开的全国土壤普查现场会议于10月21日在广东省新兴县召开,会议期间,并到云浮、四会、广宁、新会、南海等县参观,11月6日在广州胜利闭幕。到会代表计有23个省市土地利用局正副局长、工程师、农科所所长、县农业局局长以及专家、教授、技术干部等共331人。农业部刘瑞龙副部长到会做了总结报告。这次会议明确了土壤科学必须从农业生产的需要出发,把认识土壤和改造利用土壤结合起来。会议充分批判了过去的只注意描述土壤的外部现象而不考虑改造土壤的错误做法,并指出:过去的土壤普查只依靠少数干部来搞,即所谓“干部作、群众看”的办法是少慢差(?)
