在PPP模式成为推动城市污水处理业市场化改革的主要制度实施工具,投资幅度、设施数量和污水处理能力均节节攀升的背景下,城市污水处理收费制度以其特有的“杠杆”作用调控政府、排水户和第三方的行为,关乎水污染防治的全局。通过对全国21省(区)(市)城市污水处理收费制度的梳理,揭示了现存制度中存在的缺陷,提出了城市污水处理收费制度的完善路径:首先,应引入激励性定价方法,采用政府指导价形式;其次,应以“按质计征”为原则重构定(调)价标准;最后,构建与污水处理市场化相匹配的排水监测制度。

Through combing the urban sewage treatment charging system in 21 provinces (districts) (cities) across the country, this paper reveals the defects existing in the existing system and puts forward the perfecting path of urban sewage treatment charging system.
