周开岳同志《兼并在卫生部门》一文(载《中国卫生经济》1989年1期)运用在商品经济条件下企业兼并的理论,对卫生部门的兼并进行了探讨。拜读后使人颇有别开生面之感。这种探讨对深化卫生改革无疑是大有裨益的。但《兼》文认为,“具有企业性的卫生机构间的兼并是它们的一种内在机制。”在卫生部门“也一定会出现兼并”,当引起人们注意后,兼并现象就可能“形成一股浪潮”,“成为一种倾向”。对此,我觉得是值得商榷的,就此谈谈笔者的看法。
Comrade Zhou Kaiyue’s article “Merger in the Health Sector” (Chinese Health Economics, Issue 1, 1989) used the theory of corporate mergers under the conditions of commodity economy to discuss the merger of health departments. After reading it makes people feel quite different. This discussion is undoubtedly of great benefit to the deepening of the health reform. However, “Zi” argues that “mergers with corporate health agencies are an inherent mechanism for them.” In the health sector, “mergers will certainly occur,” and when people’s attention is drawn, mergers may “form one. ”Tidal wave“, ”becomes a trend." In this regard, I think it is debatable. Let me talk about the author’s views.
