新型农村合作医疗制度自推行以来,取得了良好的社会效益,同时也暴露出一些问题,如其制度缺陷、农民参保不积极、乡村医疗服务资源难以满足农民需要、缺乏必要的法律与政策。文章据此提出通过完善新型农村合作医疗制度的立法、建立完善的筹资机制、完善制度,宣传引导、更新设备,规范服务来促进中国新型农村合作医疗的进一步发展。因此,加强合作医疗基金的财务管理,强化内部控制,确保广大人民群众的利益不受侵害,是新型农村合作医疗试点工作取得成功的关键。
Since the implementation of the new rural cooperative medical system, it has achieved good social benefits. At the same time, some problems have also been exposed. For instance, its institutional defects, the lack of active participation of farmers in rural areas, the difficulty in meeting the needs of peasants in rural medical service resources, and the lack of necessary laws and policies. The article proposes to promote the further development of China ’s new rural cooperative medical system by improving the legislation of the new rural cooperative medical system, establishing a sound financing mechanism, improving the system, publicizing and guiding, updating equipment and standardizing services. Therefore, strengthening the financial management of the cooperative medical fund, strengthening internal control and ensuring the interests of the broad masses of the people are not infringed is the key to the success of the pilot project of the new rural cooperative medical system.
