目的掌握福建省核辐射卫生应急能力状况,供应急决策参考。方法 2016年对全省各级卫生计生行政、放射卫生防护及医疗机构共49家开展应急资源、应急准备等调查。结果共调查49家单位,其中卫生计生行政机构11家、放射卫生防护机构19家、医疗机构19家。49家机构均有应急办/专科负责应急救援和医疗救治,36家组建了应急救援队伍,31家制定了应急预案,12家建立了工作协调机制;省及核电站所在地市开展了5次核辐射应急卫生演练。省级机构在机制建设、核辐射卫生应急仪器设备及应急准备方面等有一定的基础和应对能力;地市级及县级机构的卫生应急检测、应急药品的储备方面仍有较大差距。结论福建省各地市政府,特别是核电站所在地政府,应加大核辐射卫生应急工作经费投入,进一步完善工作机制和协调联动机制,加强应急检测设备及药品储备。
Objective To understand the status of nuclear radiation health emergency response capability in Fujian Province and provide reference for emergency decision-making. Methods In 2016, a total of 49 health planning administrations, radiological protection and medical institutions at all levels in the province conducted a survey of emergency resources and emergency preparedness. Results A total of 49 units were surveyed, including 11 administrative agencies for health and family planning, 19 for radiation protection institutions and 19 for medical institutions. 49 agencies have emergency response / specialist responsible for emergency rescue and medical treatment, 36 formed an emergency rescue team, 31 developed a contingency plan, 12 established a coordination mechanism for work; provincial and nuclear power station where the city launched five nuclear radiation Emergency health drill. Provincial agencies have some basic and coping skills in mechanism construction, nuclear radiation emergency equipment and emergency preparedness, and there is still a long way to go for health emergency detection and reserve of emergency medicines at prefecture-level and county-level agencies. Conclusion The municipal government in Fujian Province, especially the government of the place where nuclear power station locates, should increase funding for nuclear radiation emergency work, further improve the working mechanism and coordinate the linkage mechanism, and strengthen emergency detection equipment and drug reserves.
