阿特金森于2015年出版了《不平等:我们能做什么》一书,从历史出发分析了导致不平等的原因,尤其是公共政策方面的原因。本文按照原书的格局,分别在四个部分中描绘不平等发展的趋势,并分析其形成机制;总结关于降低不平等在技术变革、工人就业、资本再分配、累进税的设计和社会保障措施等5个政策制定领域的共计15条政策建议;回应潜在的质疑和反对,并评估所提出建议的可行性;总结了本书在中国现阶段政策制定方面的借鉴意义。
Atkinson, published in 2015, “Inequality: What can we do?”, Has historically analyzed the causes of inequality, and in particular the reasons for public policy. In accordance with the pattern of the original book, this paper depict the development trend of inequality in four parts and analyze its formation mechanism; summarizes the research results of reducing inequality in technological change, employment of workers, redistribution of capital, design of progressive tax and social security measures A total of 15 policy areas such as policy formulation of a total of 15; response to potential questions and opposition, and evaluate the feasibility of the proposed recommendations; summed up the book in the current stage of China’s policy formulation reference.
