20世纪90年代以来,我国城市客运出租车发展迅速,成为城市公共交通的重要组成部分。但是,由于经营权的无偿使用,经营者可以自由进出,城市客运出租车数量快速膨胀,一方面导致恶性竞争,服务质量下降。另一方面,造成了城市交通的拥挤和空气污染。因此,许多大城市引入经营权有偿使用制度。
Since the 90s of the 20th century, the rapid development of urban passenger taxis in our country has become an important part of urban public transport. However, due to the free use of franchise, operators can freely enter and leave, the rapid expansion of the number of urban passenger taxis, on the one hand lead to vicious competition, the quality of service decline.
