Since the reform and opening up, China’s economic growth has made remarkable achievements. From 1953 to 1977, China’s real GDP grew at an average annual rate of 6.5%. From 1978 to 2008, China’s real GDP grew at an average annual rate of 9.9%. Scholars raised many explanations for the significant increase in economic growth rate. The rapid economic growth has traditionally been explained by factors such as investment in physical capital, low-cost labor due to the dual labor structure, human capital accumulation and technological progress. Over the past decade, using political incentives to explain China’s high growth has drawn increasing attention. Zhou Li’an (2004, 2007) established the so-called promotion championship theory to analyze the role of promotion in China’s economic growth. Li and Zhou (2005) conducted a systematic examination of the relationship between economic growth and promotion incentives.
