本文阐述了“中国卫生面临三大挑战、卫生防疫深受三大威胁”的论点;披露了“解剖麻雀”式的事实(以福建省的统计资料为论据),提示卫生防疫战线困境的外部原因是政府卫生事业费的投入明显不足,内部原因是卫生资源分配严重地“重治轻防”,防治经费比重曲线“剪刀差”;还提出了待争鸣的两个观点,一是建议“预防为本、健康第一”列为卫生工作方针;二是建议建立中国的“疾病控制中心”,体现“三个相互结合”(卫生—防疫、监督—监测、卫生防疫—行政执法)具有事业与行政双重职能的中国特色。 This article elaborates the argument that “China’s health is facing three major challenges and three major threats to health and epidemic prevention”; it discloses the “Anatomy Sparrow” type of facts (using statistics from Fujian Province as an argument) to suggest the external causes of the health and epidemic prevention frontline dilemma. The government’s investment in health service fees is obviously insufficient. The internal reason is that the allocation of health resources is severely “retreatment of lightness and prevention”, and the “costume scissors” curve of the proportion of prevention and control of funds is used. Two points to be contuted are also proposed.
