着重对上海市医疗机构卫生人力现状进行了全方位、多层次、综合性分析。研究结果表明:90年代,上海医技人才数量和质量与80年代相比有了较大增长和提高,但用国际经济中心城市的发展要求衡量,仍存在着明显差距。主要表现在:人力结构比例失当、分布不均,教育培训不足,群体素质欠佳,缺乏配套政策,人才流失严重,亟待引起各级卫生主管部门的高度重视。必须采取切实有效的措施,力争在本世纪内全面完成人才队伍的结构与功能调整,实现卫生人力资源的优化配置。
The comprehensive, multi-level and comprehensive analysis of the status quo of the health workforce in Shanghai medical institutions was emphasized. The results of the study show that in the 1990s, the number and quality of medical and technical personnel in Shanghai have increased significantly compared to the 1980s, but there are still significant gaps in the measurement of the development requirements of international economic center cities. The main manifestations are: improper proportion of human resources structure, uneven distribution, lack of education and training, poor quality of the group, lack of supporting policies, serious loss of talents, and urgent need to cause the health authorities at all levels to attach great importance. Effective and effective measures must be taken to strive to fully complete the adjustment of the structure and functions of the talent team within this century so as to achieve the optimal allocation of human resources for health.
