循环经济是促进社会、经济与生态环保协调统一的全新的经济发展模式,是现代经济发展的趋势和必然选择。循环经济法律调整机制,是调整与循环经济利益相关联的各种主体之间关系的各种有序的和互相促进的法律手段的总和。要建立和完善循环经济法律调整机制,行政强制、行政指导、经济手段、公众参与法律制度等多种手段需要综合应用,进而才能有效地促进和保障循环经济的长足发展。
Circular economy is to promote social, economic and ecological coordination of the new economic development model, is the trend of modern economic development and the inevitable choice. Circular economy law adjustment mechanism is the sum of all kinds of ordered and mutually reinforcing legal means to adjust the relationship between the various subjects related to the circular economic interests. To establish and improve the legal system of circular economy adjustment, administrative enforcement, administrative guidance, economic instruments, public participation in the legal system and other means need to be integrated application, and thus can effectively promote and ensure the rapid development of circular economy.
