温州近年来出现了企业家“跑路风波”和部分企业外迁等产业升级难的现象。本地创新资源不能满足企业升级的需要是温州产业升级难的重要原因。在丰富本地创新资源和建设创新基础设施方面，要形成基于创新的新优势，地方政府具有重要作用。地方政府要坚持长期的高强度的创新投入，积极塑造有利创新的软硬件环境。国家创新政策应注重鼓励传统产业对高新技术的吸收和利用；提升行业技术和质量标准，发挥市场淘汰机制，激励和倒逼企业创新升级。","In recent years,Wenzhou appears the phenomenon of enterprises industrial upgrading diffi-culties such as the emergence of entrepreneurs "run storm" and part of enterprises ’exteal migra-tion. The fact that the innovation resources is not enough for the inadequate of transformation and up-grading of enterprises is the main reason for the above phenomenon. In the aspect of enrich local inno-vation resources and the construction of infrastructure,the local govement can play a very important role in reforming the new advantages based on innovation. The local govement should adhere to a long-term and high intensive investment in innovation and shape good innovative software and hard-ware environment. The State encourage innovation policy shall focus on the traditional industries’ab-sorption and utilization capability of new and high technology,should improve the standards of indus-try technology and quality,shall follow the rule of market exit mechanism and should incentive and re-verse the enterprise to do innovation upgrading.
