人类刚刚跨入21世纪,便迎来今年3月22日,即第九届“世界水日”和第十四届“中国水周”的到来,我们共同开展一次以“21世纪的水”为主题的宣传活动,进一步推进水利法制建设。《中共中央关于制定国民经济和社会发展第十个五年计划的建议》明确提出,“改革水的管理体制”,这是非常正和及时的。“九五”期间,我省以水务局建设为突破口,大力推进水管理体制改革,从而实现水资源统一管理,为水资源优化配置、实施节约用水和科学用水奠定了组织保证。为搞好今年“世界水日”和“中国水周”的宣传活动,除本页所载内容外,还特别组稿和编发了《从50年水利变谈21世纪河北水利的发展战略》、《水务局建设是我国水管理体制上的重大突破》、《改革水管理体制给承德市带来生机》、《理顺水管理体制,固安县自来水公司由“包袱”变“财富”》等文稿。
