近日,海南省推出措施,完善预售许可制度。规定商品房项目规模在3万平方米以下的,应一次性申请预售许可;开发商若未取得预售许可,以“内部认购”、“预交诚意金”、“发放VIP卡”等含有预订款名义或方式进行销售的,一经查实,将责令其停止销售,没收违法所得,并处以收取预付款1%以下的罚款。对于捂盘惜售、囤积房源的,发布虚假广告、散布虚假信息的,未按规定时间公开全部房源的,一经查实,责令即时整改,并按有关规定予以处罚。
Recently, Hainan Province introduced measures to improve the pre-sale permit system. Provisions of real estate projects in the scale of 30,000 square meters below, should be one-time application for pre-sale permit; developers without pre-sale permit, “internal subscription ”, “pre-paid sincerity gold ”, “VIP Card ”and other reservations containing the name or manner of sale, once verified, will be ordered to stop selling, confiscate the illegal proceeds, and impose a fine of less than 1% of the advance payment. For cover plate reluctant sellers, hoarding houses, the publication of false advertising, distribution of false information, did not open all the houses by the prescribed time, once verified, ordered immediate rectification, and be punished according to the relevant provisions.
