平顶山市水利局为使河道管理纳入法治轨道,甘当第二被告,在法庭上宣传河道管理法规,刹住了在河道上乱建违章建筑物的不正之风。1993年7月10日,西杨村居民及附近群众505人联名上诉市新华区人民法院,状告市城建规划管理处批准在西杨村河上建政协联谊中心大楼,影响河道行洪,危及沿河居民生命财产安全。
