WTO作为一个国际组织,旨在建立公平、开放、统一、透明的贸易体制,需要对各成员方管理和影响经济贸易的措施和行为进行规范和约束。缺乏有效的约束和纪律,世贸组织的目标就无法实现。而在金融服务贸易领域,约束和纪律不光为了清除政府间的贸易壁垒,还应当对其进行规制和监管。在GATS框架下,构建一个国际统一清算组织或许为一种可行的方法。
As an international organization, WTO aims to establish a fair, open, uniform and transparent trading system. It is necessary to regulate and bind the measures and behaviors of member countries in managing and influencing economic and trade. Without effective restraint and discipline, the goals of the WTO can not be achieved. In the area of financial services trade, discipline and discipline should be regulated and regulated not only in order to clear the trade barriers between governments. Under the GATS framework, it might be a viable solution to build an international unified clearing organization.
