目的通过调查找出制约预防保健机构与社区卫生服务机构间建立分工协作关系的症结,提出建设性意见。方法对疾病预防控制、妇幼保健、社区卫生服务机构的工作人员和社区居民进行调查,以了解其服务能力、合作关系、服务情况和效果等。结果社区卫生服务机构配备的预防保健人员不足、科室设置不合理;预防保健机构机构技术指导滞后、信息沟通不畅、合作关系尚未理顺;预防保健机构的技术指导、业务培训、机构间职责分工是否明确、建立信息报告制度与社区服务任务的完成情况和效果呈正相关关系。结论应进一步完善社区卫生服务机构的人员配置和专业设置;明确预防保健机构的职能定位,理顺其与社区卫生服务机构的合作关系;建立技术指导和信息报告制度,以促进基本公共卫生服务工作的顺利开展。
Objective To find out the crux of the problem of establishing division of labor and coordination between preventive health care institutions and community health service agencies through investigation and put forward constructive suggestions. Methods To carry out a survey on staff of disease prevention and control, maternal and child health care, community health service agencies and community residents to understand their service capabilities, cooperation, services and effects. Results There were not enough preventive health workers in the community health service agencies and unreasonable department settings. The technical guidance of preventive health care institutions was lagging behind, the information communication was poor and the cooperation relationship was not straightened out. The technical guidance, business training and agency division of health care institutions Is clear, the establishment of information reporting system and the completion of community service tasks and the effectiveness of a positive correlation between. Conclusion The staffing and professional establishment of CHS should be further improved; the functional orientation of health care institutions should be clearly defined, the cooperation with CHS should be rationalized; the technical guidance and information reporting system should be established to promote basic public health services The smooth progress.
